Stephens Inc. has expanded its public finance capabilities in Texas with the appointment of Reagan C. “Beau” Rees, Ed.D., as Vice President of Stephens Public Finance. In his new role, Rees will focus on the Texas market, with particular responsibility for developing bond underwriting opportunities across the state.
The appointment brings an experienced public education executive into the municipal finance industry, adding an issuer-side perspective to Stephens Public Finance’s Texas operations. Rees spent more than two decades in Texas public education leadership, including serving as superintendent of multiple school districts. His professional experience includes direct involvement in district budgeting, debt management, bond elections, capital planning and the execution of major capital improvement programs.
His background is expected to provide Stephens with additional insight into the financial and operational considerations facing school districts and other public-sector organizations as they evaluate borrowing needs and long-term infrastructure investments.
Rees Brings More Than 25 Years of Texas Leadership Experience
Rees joins Stephens with more than 25 years of executive leadership experience in Texas. A significant portion of his career was spent managing public school districts, where he was responsible for a broad range of financial, administrative and strategic decisions.
As a superintendent, Rees worked with school boards and district leadership teams on financial planning and long-term capital requirements. These responsibilities included overseeing budgets, evaluating debt strategies, supporting bond initiatives and managing capital improvement programs designed to address the evolving needs of local communities.
Public school districts often face complex financial decisions involving enrollment growth, aging facilities, technology investments, safety improvements and other infrastructure priorities.
