FHLB Dallas & Community Bank Award $100K Grant to NMRLS
The Federal Home Loan Bank of Dallas (FHLB Dallas), in collaboration with its member institution, Community Bank, recently awarded a substantial $100,000 Heirs’ Property Program grant to North Mississippi Rural Legal Services (NMRLS). This significant financial contribution was commemorated with a ceremonial check presentation, highlighting the commitment of these organizations to addressing critical property ownership challenges in North Mississippi. The grant will be utilized to help families resolve heirs’ property issues and clear titles to homes, ensuring that affected individuals can secure legal ownership of their property and gain access to essential financial resources for home repair and rebuilding efforts.
Addressing the Aftermath of a Devastating Tornado
The region of North Mississippi suffered extensive damage from a catastrophic EF-4 tornado on March 24, 2023. The storm wreaked havoc across communities, leaving over 1,500 homes and businesses either severely damaged or completely destroyed. The destruction left many homeowners in precarious situations, particularly those with heirs’ property—real estate passed down without formal legal documentation. Without a clear title, affected homeowners could face substantial barriers in obtaining insurance claims, disaster relief funds, or loans needed for reconstruction.
Recognizing this pressing issue, NMRLS has pledged to use the awarded funds to assist families in obtaining clear property titles, a crucial step in the rebuilding process. “This funding will provide much-needed legal assistance and resources to help families move forward to rebuild their lives,” stated Ben Cole, executive director at NMRLS. He emphasized the importance of securing legal ownership to unlock access to financial assistance and ensure long-term stability for families impacted by the storm.
The Challenge of Heirs’ Property Ownership
Heirs’ property is a common issue in the United States, particularly in rural communities and among families with generational land inheritance. This form of property ownership arises when land or homes are passed down informally without a legally recorded will or deed. Over successive generations, the number of heirs increases, often leading to complex ownership disputes and difficulties in proving legal ownership.
Without a clear title, homeowners may be unable to leverage their property as an asset, qualify for government aid, or even sell or develop the land. The process of clearing a title typically involves legal assistance to identify all heirs, resolve disputes, and formally document ownership—a process that can be costly and time-consuming for affected families. The grant provided by FHLB Dallas aims to alleviate these burdens by offering no-cost legal services to eligible homeowners.
“With this support, individuals can now clear titles to their homes at no cost, enabling them to begin the process of rebuilding,” said Kevin McCartney, president of the Amory Division of Community Bank. “We believe this program will have a positive impact on the future of our community, offering families the chance to regain stability and hope.”
The Broader Impact of the Heirs’ Property Program
The Heirs’ Property Program is an initiative spearheaded by FHLB Dallas to provide legal and financial support to families struggling with property title issues. In 2024, FHLB Dallas, along with 20 participating member institutions, allocated a total of $2 million in grants to 33 nonprofit organizations across its five-state District, which includes Texas, Louisiana, Mississippi, Arkansas, and New Mexico. The funding is projected to help clear an estimated 560 property titles and provide training and education on heirs’ property issues to more than 5,670 individuals.
Greg Hettrick, senior vice president and director of Community Investment at FHLB Dallas, emphasized the significance of the program. “We are pleased to be able to help those affected by the 2023 tornado, as well as families struggling with heirs’ issues. The Heirs’ Property Program has garnered a lot of interest because of the immense good it can do in communities.”
Community and Economic Benefits

Resolving heirs’ property issues does more than just provide legal clarity; it has far-reaching implications for economic development and community resilience. When homeowners can secure clear property titles, they gain access to capital that can be used for home improvements, business investments, and intergenerational wealth building. Furthermore, legally documented properties contribute to increased tax revenues for local governments, which can, in turn, fund public services and infrastructure development.
For communities recovering from natural disasters, such as North Mississippi, resolving property title disputes is a crucial step in the long-term rebuilding process. Many federal and state disaster assistance programs require proof of ownership for eligibility. Families who lack clear titles may be denied assistance, delaying their ability to rebuild and recover. The Heirs’ Property Program ensures that these families are not left behind by providing the legal services necessary to establish rightful ownership and access available aid.
The Role of Legal Aid Organizations
Nonprofit legal aid organizations like NMRLS play a critical role in implementing programs like the Heirs’ Property Program. These organizations specialize in providing legal assistance to low-income individuals and families who might not otherwise be able to afford costly legal proceedings. By partnering with FHLB Dallas, NMRLS can expand its reach and provide essential services to more families in need.
The legal process for clearing an heirs’ property title can involve several steps, including:
- Conducting genealogical research to determine rightful heirs.
- Filing legal petitions to establish ownership.
- Resolving disputes among heirs through mediation or litigation.
- Recording a clear title with the local land records office.
These legal complexities underscore the necessity of programs like the Heirs’ Property Program, which not only fund legal assistance but also provide educational resources to prevent future title issues.
A Model for Other Communities
The Heirs’ Property Program serves as a model for other regions facing similar challenges. Across the United States, particularly in the South, heirs’ property is a persistent issue that affects thousands of families. By demonstrating the impact of targeted legal and financial assistance, programs like this can inspire similar initiatives in other communities.
State and federal policymakers are also taking note of the issue, with increasing discussions around legislative solutions to streamline the process of clearing titles and protecting property rights. Organizations like FHLB Dallas and NMRLS contribute to these discussions by providing on-the-ground insights into the challenges families face and the most effective solutions for addressing them.
