
Mark Farrah Associates (MFA) has revealed that total Medicaid enrollment in the United States reached nearly 85.8 million Americans as of September 30, 2023 (3Q23), marking a year-over-year (YOY) decrease of over 2.2 million enrollees. This decline is attributed primarily to the conclusion of the public health emergency (PHE) on March 31, 2023, prompting many state health departments to initiate “unwinding” plans for renewals and redeterminations of coverage. MFA conducted an analysis of third-quarter Medicaid enrollment trends using its County Health Coverage™ database tool.
Highlighted findings from the report include:
California was among the thirteen states experiencing a YOY increase in Medicaid enrollment, despite recording a negative quarterly change for 3Q23. Oregon, Nevada, and Hawaii also witnessed YOY increases, with Oregon leading with a YOY rise of approximately 9%. Both Nevada and Hawaii reported significant quarterly and YOY increases. Texas observed a YOY decrease of over 487,000 Medicaid members, including a decline of nearly 476,000 in 3Q23 alone, with over 86,000 of the quarterly decline originating from Harris County. Florida’s Medicaid program saw a decline of 552,000 YOY members, with nearly 48,000 enrollees losing coverage in Miami-Dade County in 3Q23 alone. Alaska registered the largest decline in percentage of enrollment from 2Q23 to 3Q23, with 18.9% of its Medicaid members losing coverage, accounting for just under 50,000 covered lives.
